As joerabie has pointed out, there's more than one way to use the market.

Check out, for example, American Action Market. Based on the Pentagon's project, it proposes to let traders bet on future actions by the US Government - which country the US will invade next, the next foreign leader to move from CIA payroll to White House "most wanted list", etc.
