you can use the dot if you want to... it does get loosely thrown around, but i think it's a misuse in that loose context.

as to the story of the dot, story goes something like: vuk cosic tried to open a word doc, it opened misformatted, and in the garble the word "net.art" appeared so he coined the name.

i like net.art very much, and eventually became friends with all the net.artists; they are all very nice people who i like a lot.. so it's nothing against net.art or net.artists it/themselves. but i think that name belongs to them, and to anyone who identifies as being part of or derived from that smaller group who coined and started using the name... (though there's some question in my mind how that works, since the net.artists declared net.art dead around '98... yet net art still lives on... )

so, i say, leave the dead dot with the dotters, net art goes on...
