you are supposed to run forkwar, and it's supposed to crash your machine - gradually but rather spectacularly, in the form of a dumb ascii american flag. very cheesy. the point is to explain to people who don't know software that the program is chasing its tail and repeating the same mistakes, just like certain political endless loops of recent years. like most of the stuff on deprogramming.us, it was written as an ironic outlet for one of the deprogrammers' frustrations.
