For "condition" read "constitution", that should help.
Basically, the European Council of Pagans (which I have personally never heard of before) is listing arguments against including God (i.e. the Christian god) in the European or any national constitutions (personally again, I have no idea who is arguing in favor of that, although I think Schüssel and Khol have brought it up in Austria in their usual smug and slimy manner).
Some of the arguments are that freedom and democracy have largely been won *against* conservative Christian forces, which tend to have a closer affinity to dictatorships, as we have seen enough times in history.
Along those lines, there seems to be a theory that fanaticism is a problem inherent to monotheistic religions. I would be interested in whether anyone knows any more about that idea.
